Herbert Samuel was a leading figure in the Liberal Party for over fifty years from its zenith before the First World War to the nadir of its fortunes in the mid-1950s. With Archibald Sinclair, he was the last independent Liberal to serve in the Cabinet before the 2010–15 coalition and remains the last Liberal to hold one of the four great offices of state, as Home Secretary until 1932. His career was built on his formidable competence as an administrator, organiser and mediator and his record as a progressive thinker and legislator. Nevertheless, his period as Liberal leader from November 1931 to November 1935 was one of calamitous decline for the party.
